India set for larger role in postwar Afghanistan

New Delhi --

As the U.S.-led coalition in Afghanistan prepares for the pullout of combat troops by 2014, India cautiously positioned itself Thursday to expand its role in the country's postwar stabilization by helping direct global business investment there.

Indian officials signaled the move - which came after months of prodding by the United States - by hosting an international conference here to discuss the possibility of investment in Afghanistan's mines, infrastructure and agriculture. The country's mineral and hydrocarbon wealth alone is estimated to be between $1 trillion and $3 trillion.

The conference comes just two weeks after the Taliban issued an unusual statement praising India for resisting the U.S. calls for it to play a larger role in Afghanistan, and New Delhi appeared to use the forum to define a unique niche for itself: By taking a lead in promoting investment in Afghanistan, it acknowledged Washington's vision of achieving long-term stability in the war-torn country. But by restricting itself to the language of commerce, it avoided appearing intrusive - and also nodded to the aversion voiced by Pakistan and the Taliban to the idea of an Indian military presence there.

"We need to offer a narrative of opportunity to counter the anxiety of withdrawal, uncertainty, instability and foreign interference," India's foreign minister, S.M. Krishna, told the representatives of firms from 40 countries who attended the conference. "The military drawdown should not result in a political or security vacuum that will be filled by extremists once again. There should be something productive in its place."

India has committed $2 billion to reconstruction and development projects in Afghanistan, including building roads and schools and installing power lines. It also helps train the country's bureaucrats and police. But so far, its decision to steer clear of a military role has earned it goodwill among Afghans, and it appeared to confirm that stance Thursday.

"With today's conference, India is saying it is best at giving nonmilitary assistance and that it will help mobilize other countries and coordinate investment so that Afghanistan does not feel left in the lurch after the troops pull out in 2014," said Lalit Mansingh, a former Indian ambassador to the United States.

Pakistan's Fazlullah re-emerges as a security threat

ISLAMABAD/PESHAWAR (Reuters) - Shortly after sneaking across the Afghan border this week, more than 100 militants loyal to Pakistani Taliban leader Fazlullah waited patiently on a mountain for Pakistani troops to approach.

Several days later, the fighters released a video of what they said were the heads of 17 ambushed soldiers, along with their identification cards.

Laid across a white sheet, they were a chilling reminder of the major security threat the man once known as FM Mullah still poses to U.S. ally Pakistan, three years after the army pushed him out of the Swat Valley, a former tourist spot he terrorized.

"He is a very big problem for Pakistan," said a Western diplomat.

During his heyday, Fazlullah, who like many senior Taliban members is known as a mullah, or preacher, organized thousands of fighters who roamed picturesque Swat, imposing his radical version of Islam.

Opponents, and those deemed immoral, were publicly flogged, or even beheaded and hung in squares and at intersections. Girls' schools and government buildings were burned down.

Nowadays, Fazlullah's men control a 20-km (12-mile) stretch of the rugged and largely unpatrolled border with Pakistan from areas in Afghanistan's forbidding Nuristan province, described by nearby U.S. troops as "the dark side of the moon".

From there, Fazlullah, a burly man in his thirties with a heavy black beard, plots cross-border raids that don't kill many soldiers but agitate Pakistan's military, which thought it had defeated him during a Swat offensive in 2009.

His activities in the border area, described by U.S. President Barack Obama as the world's most dangerous place, could complicate efforts to stabilize the region before most foreign combat troops leave Afghanistan by the end of 2014.

BIG AMBITIONS

Fazlullah is a distraction for Pakistan's military, which is also fighting Hakimullah Mehsud, the leader of the Pakistan Taliban umbrella group blamed for many of the suicide bombings across the South Asian country.

Sirajuddin Ahmad, Fazlullah's spokesman and cousin, said the group's aim was to recapture Swat, and take control of Pakistan.

"The establishment of sharia (Islamic law) is our goal, and we will not rest until we achieve it. We will fight whoever stands in our way," he told Reuters by telephone from an undisclosed location in Afghanistan.

Fazlullah has slowly rebuilt his militia by securing shelter and support from Afghan militants in an area where groups form loose alliances against the United States, Afghanistan and Pakistan.

"He is extremely dangerous," said a Pakistani security official. "Fazlullah has 150 men, rocket-propelled grenades and light machine guns. You just need a small amount of men to carry out effective operations. This is a big number."

Fazlullah, once known for fiery radio sermons, was the first Taliban leader that took control of an area in Pakistan outside the unruly ethnic Pashtun tribal belt along the Afghan border.

There are no signs that he will be able to penetrate deep inside towns or cities. His men usually arrive in a big wave, attack and retreat back into Afghanistan.

But his operations have prompted Pakistan's military - one of the world's largest - to repeatedly urge the Afghan government and NATO forces to go after the militant leader.

On Monday, Pakistan protested to NATO and the Afghan military, accusing them of failing to act against militant havens in Afghanistan after the cross-border attack in which the Pakistani soldiers were killed.

Nuristan police chief Ghulamullah Nooristani says there are no signs that anyone intends to eliminate Fazlullah, even though he was creating havoc for people there, charging illegal taxes, stealing supplies from trucks and sometimes killing drivers.

"We can't attack them because they are armed with light and heavy weapons which are much better than ours," he said. "If we get support from the central government or coalition forces we will be able to destroy their strongholds."

Fazlullah's fighters usually slip across the border into Pakistan at night and take positions on high ground.

"We have patrols and vehicles moving in the area to guard the border, so they wait and try to ambush them," said a Pakistani intelligence official.

Intelligence officials say Fazlullah's men operate in the Afghan provinces of Nuristan and Kunar, and enjoy the support of hundreds of militants there.

Support goes both ways when it comes to fighting the U.S.-backed governments in Afghanistan and Pakistan.

Some militants have long-standing bonds.

"Many of us know each other from before, as we studied in the same madrassas (religious seminaries)," said a commander of a militant group in Kunar.

"When we need to conduct an operation in Afghanistan, we request help and they give us fighters. When they need to conduct an operation, we provide them with assistance as well."

Few experts expect Fazlullah to make the kind of gains he seems determined to achieve. But he is making a big impact.

"Their aim is to carry out these cross-border attacks which don't just take a toll in terms of casualties, but also have a psychological impact," said Mansur Mehsud, a director at the FATA Research Centre, an independent think tank in Islamabad.

"They reinforce the fear of the Taliban in the local population there. The people that help the government and the army would be very worried because of this, fearing revenge."

Comcast agrees to pay $800K in settlement with FCC

(AP) ? Comcast Corp. has reached a settlement with federal regulators under which it will pay the government $800,000 and offer a broadband Internet access option to customers who don't subscribe to the cable company's video cable services.

The Federal Communications Commission said Wednesday that Comcast agreed to take those and other steps as part of a consent decree to settle an investigation by the agency into the company's compliance with conditions of its NBCUniversal acquisition, which was completed in January 2011.

Comcast, the nation's largest cable TV company, bought a controlling interest in NBCUniversal after the FCC and the Justice Department approved the deal with conditions following a yearlong review.

One of the conditions called on Comcast to offer stand-alone broadband Internet access services at reasonable prices and with sufficient bandwidth to customers who don't pay to get Comcast's cable TV service.

The agency launched an investigation after it received information suggesting that Comcast wasn't adequately marketing the service.

Comcast did not admit any wrongdoing as part of the consent decree, which resolves the investigation.

Under the terms of the settlement, Comcast agreed to provide a reasonably priced broadband Internet option through at least Feb. 21, 2015, to customers who don't get its cable TV service.

It also agreed to make a "voluntary contribution" to the U.S. Treasury of $800,000, the FCC said.

Among other conditions, the FCC required Comcast to conduct a major advertising campaign to promote the availability of the stand-alone Internet service next year.

FCC Chairman Julius Genachowski said the settlement will benefit consumers, foster competition among online video and satellite providers, and ensure that stand-alone broadband is available in Comcast's service areas.

Comcast spokeswoman Sena Fitzmaurice said that the company has incorporated the commitments and conditions placed upon it in connection with the NBCUniversal acquisition, including the commitment to offer stand-alone broadband Internet.

"As is often the case with services associated with government orders, the FCC had questions on how the service might have been rolled out in a different or even better way," she said.

It's not the first time Comcast has faced a dispute over compliance with conditions from the NBCUniversal deal.

In May, an arm of the FCC determined that Bloomberg's 24-hour business news channel ought to be grouped together with other news channels in lineups provided by Comcast, which owns Bloomberg competitor CNBC. Comcast agreed to keep news channels together in "neighborhoods" as a condition of its takeover, but Comcast argued that Bloomberg's definition of a "neighborhood" was incorrect. Comcast is appealing the ruling.

Comcast shares ended regular trading Wednesday up 47 cents to $31.04. The stock added 11 cents to $31.15 in after-hours trading.

The recent publication of the two leading annual reports by De Montfort and Savills on UK Real Estate Lending provides detailed insight as to the trends of who is lending against what in the UK Commercial Property world;

? The De Montfort survey provides empirical numbers behind the much talked retrenchment of banks from the senior lending space in 2011, with only 44% of institutions they survey intending to increase loan origination in 2011. The flipside of only 44% of institutions increasing loan origination is, of course, 56% intend to contract;

? While the flare-up of sovereign issues in 2011 is undoubtedly a cause of bank retrenchment, the scaling back of UK Lenders is particularly acute with only 27% of UK Lenders (including Building Societies) intending to increase origination of loans against UK Commercial Property. Clearly the higher base (UK Lenders represented 52% of 2011 originations) from which to fall is a major reason, but we cannot help but feel the much reported emphasis of the FSA on movement to a slotting regulatory regime is also a cause;

? All told at Year End 2011 the De Montfort survey recorded almost a ?perfect storm? in terms of current commercial lending, with margins at the widest levels, and LTVs at the lowest levels, they had ever recorded;

However, we take a slightly different point of view to what we believe is the current consensus there is a shortage of lenders prepared to lend against real estate in the UK. Rather, we see a ?Flight to Quality? occurring, with lenders being very selective on what and who they lend to in the UK. The end result is that debt capital is relatively available (at a price and low LTVs by historical standards) for Prime South East properties, but severely restricted outside this bucket. We do not see the much reported entrance of insurance companies into the sector changing this ? if anything it will reinforce it. In our opinion a necessary pre-requisite for real estate lending returning against a broader type of asset is a pick-up in general risk appetite;

? Who are the winners in this situation? Clearly anyone with money to lend against property, who can pick up unprecedented risk adjusted returns in the sector (wider spreads, lower LTVs). In terms of borrowers, those with exposure to prime assets are at a relative
advantage (access to finance, albeit at wider spreads) to their peers.

Google-built machine learns to find cats on the Internet

An artificial brain that Googlers built with 16,000 computer processors and a nifty algorithm has taught itself to recognize images of cats posted on the Internet.

While cats provide web surfers endless hours of giggles, the feat of the so-called neural network is a serious step forward in the realm of machine learning, the New York Times reports.?

The network is among the largest of its type ever built, thanks in part to falling costs and abundance of computers available for research.?

The Googlers fed their artificial brain 10 million images that were randomly selected from YouTube videos. Given a chance to see a random slice of what we put on the Internet, the machine followed our lead and learned to find cats.

?We never told it during the training, ?This is a cat,?? Google fellow Jeff Dean told the New York Times. ?It basically invented the concept of cat.?

The results show that ?it is possible to train a face detector without having to label images as containing a face or not,? the team notes?in a paper on the research posted on arXiv.org and presented this week at a conference in Scotland.

As we build ever bigger and more sophisticated artificial brains, they could help improve image search, speech recognition and machine language translation ??services that Google provides.

Space Junk Hazards Force International Response

Time is running out to get serious about fixing the problem of space debris, experts say.

As more countries around the world build up their space capabilities, U.S. lawmakers are keen to address the growing issue of potentially harmful debris in orbit. But while policies have attempted to tackle the problem, no major strides have been made.

In 2010, the White House released its sweeping national space policy for the country, which identified orbital debris and the long-term sustainable use of space as clear priorities. But so far, few changes have been implemented on the ground or in space, said Brian Weeden, a technical adviser with the Secure World Foundation, an organization dedicated to the peaceful use of outer space.

"The policy is in place," Weeden, a former orbital analyst with the U.S. Air Force, told SPACE.com. "The language is there to indicate they see it as a significant problem, but at the moment, we don't see any follow-through in terms of actual plans and projects for how the U.S. government is going to address the problem of space debris."

This is partly because experts are still working to understand the full extent of the issue. The U.S. military's Space Surveillance Network tracks roughly 22,000 pieces of orbital debris larger than 4 inches (10 centimeters), which include broken satellite parts and spent rocket bodies. The catalog is maintained by the United States Strategic Command, which falls under the domain of the U.S. Department of Defense.

"We do not currently have the capability to track debris smaller than 10 centimeters, but our estimate is that there are hundreds of thousands of pieces of debris that size and smaller that have the potential to do damage," said Frank Rose, deputy assistant secretary of state for space and defense policy. "We're at a tipping point ? the debris problem has gotten substantially worse over the past five years." [Worst Space Debris Events of All Time]

Harmful space junk

As these fragments zoom through space at 17,000 miles per hour (28,000 km per hour), they pose collision risks to the International Space Station, and the roughly 1,000 working satellites in orbit.

In February 2009, a U.S. Iridium 33 communications satellite crashed into a defunct Russian Cosmos 2251 military communications satellite. The smash-up destroyed the two spacecraft and created large clouds of pesky debris.

Earlier, in 2007, China intentionally destroyed one of its aging weather satellites in a controversial anti-satellite test that littered Earth orbit with more than 2,500 scraps of space junk.

"The Chinese ASAT (anti-satellite) test definitely had an impact because we're still seeing repercussions to this day," Weeden said. "For the foreseeable future, we'll have to maneuver satellites out of the way to avoid pieces of debris from that test."

As nations around the world continue to build up their space programs, and as societies become more dependent on satellites to provide communications and other crucial services, establishing guidelines for safe activity in space is imperative to avoid exacerbating the debris problem, said Lt. Col. April Cunningham, a spokesperson for the U.S. Department of Defense.

"As more countries and companies field space capabilities, it is in everyone's interest that they act responsibly and that the safety and sustainability of space is protected," Cunningham said. "A widely-subscribed International Code of Conduct for Outer Space Activities can encourage responsible space behavior, help to reduce the risk of debris, and increase transparency of space operations."

Such an agreement does not yet exist, but earlier this year, Secretary of State Hillary Clinton announced that the United States will work with other nations to develop an international code of conduct, so long as it does not conflict with the country's national security priorities.

An international problem

The European Union has been working on a voluntary code for several years, but U.S. officials have said they are not prepared to sign the E.U.'s draft legislation at this time. Rather, the U.S. government is using it as a stepping stone to the creation of rules that can be internationally agreed upon. Several experts are expected to gather this summer for the first multilateral meeting to discuss the development of a code.

"We believe that the E.U.'s draft is a good foundation for an international code, but there needs to be a more inclusive process," Rose said. "I think we are making progress ? this is a good first step."

Rose said that most spacefaring nations have been open to discussions about the sustainable use of space, but some countries, including China, have been less receptive.

"We have not had robust discussions with our Chinese friends, but the U.S. very much wants to have an engagement with China on these issues," he explained. "It's in China's interest to maintain a safe and secure space environment because China is becoming more and more dependent on space systems as well." [Video: The Expanding Danger of Space Debris]

But getting various nations to agree on a set of regulations is not the only problem. Several agencies and private companies have submitted proposals for how to clean up space junk, ranging from robotic gas stations that could refuel aging satellites in orbit, to spacecraft that could collect and remove pieces of debris. But these schemes have raised thorny legal and political questions that experts are currently debating.

"I would say the primary challenges are political because it's a political process," Weeden said. "It requires coordinating input from all the major government agencies that will be involved, which is a major effort."

The way ahead

Still, working with other nations is critical, because the space environment is one that is shared globally.

"Responding to the challenges posed by space debris will require attention to a range of issues covering technology, cost, legal and policy requirements," Cunningham said. "The U.S. cannot do this alone. We will work through the United Nations, the Inter-Agency Space Debris Coordination Committee (IADC), and in other fora to define and strengthen norms against the creation of new debris and to address the challenge of existing debris."

But this also requires lawmakers to understand the severity of the space debris issue. In today's challenging economic climate, and with so many other problems plaguing the nation and the world, understanding the value of space situational awareness can be tricky, Weeden said.?

"In general, compared to the problems that the government is facing, it's a very little problem," he said. "But in regard to the ability to continue to use space in the future, for all the benefits we currently use it now, it's a very significant problem."
